The North Pacific Fishery Management Council (NPFMC) makes allocative and limited entry decisions for halibut. Richard is at this meeting representing the Alaska Charter Association (ACA). He currently is the Vice President of the ACA, Vice President of the Alaska Outdoor Council, and President of the local Juneau Charter Boat Operators Association. He is working hard to preserve and protect the rights of Alaska’s sport fishermen.

Richards hard work in Nome pays off.
While in Nome, Richard gave a twelve minute testimony aimed at highlighting the inabilities of the North Council to understand the mechanisms behind angler demand which they use to set the regulations they are imposing on anglers fishing on charter vessels. As a result of his testimony, the council surprised us by taking two actions. First they assigned a high priority to the scientific staff of the North Council to study the impact of regulations on angler demand in the recreational fisheries. For example, how will the current 37″ halibut regulation impact angler demand? Secondly, the Council created a special Charter Management Implementation Committee, which will look at alternative methods of regulating chartered anglers. Way to go Richard!
